In an interview Mamta said,

Despite being elected representatives, we are expected (by the governor) to behave like servants… and (he) has to answer every moment. We are in regular touch with the Governor – I spoke to him four times on Wednesday. What will the (state) government do: tackle the pandemic or continue to answer its questions? enough is enough.”

Making Chief Minister “By-Default” Chancellor of State-run Universities

According to the Constitution of India, the Governor of a State is the Chancellor of the State-owned University. The West Bengal Legislative Assembly passed a bill in July 2022 that made the chief minister the chancellor of state-run universities instead of the governor. The bill also empowered the CM to appoint the vice-chancellor of a university. Jagdeep Dhankhar alleged that Mamata Banerjee The Calcutta High Court was trying to divert the attention of the Calcutta High Court to the disparity found in the appointment of new teachers in the universities affiliated to the State, which was pointed out by the Calcutta High Court itself. After the bill was passed in the Legislative Assembly, the Governor appointed Mahua Mukherjee as the Vice-Chancellor of Rabindra Bharati University (RBU) in July 2022. This decision of the Governor was termed as undemocratic and illegal by the West Bengal government. The state government in its official statement said,

The Governor has once again proved that he does not believe in democratic principles and federalism. The Bill is awaited by the West Bengal Assembly to appoint the Chief Minister to the post of Chancellor of the State Universities, while the Hon’ble Governor has announced one name as the Chancellor of RBU.
