Rinku Singh Rahi

Rinku Singh Rahi is an Indian whistleblower and a civil servant. As of 2022, Rinku is serving as a Provincial Civil Service (PCS) officer in Uttar Pradesh. He is known for exposing the Muzaffarnagar Welfare Department scam of Rs 83 crore in 2009. In 2022, in her 16th attempt, Rinku Singh Rahi achieved an All India Ranking of 683 in the 2021 UPSC examinations.

Rinku Singh Rahi was born on Thursday, 20 May 1982.age 40 years; by 2022) at Dori Nagar, Aligarh, Uttar Pradesh. In 1997, Rinku Singh Rahi completed her schooling at Naurangi Lal Government Inter College, Aligarh. In 2002, Rinku Rahi completed her graduation in B.Tech (Metallurgy) from National Institute of Technology, Jamshedpur. In 2015, Rinku earned her master’s degree in Master of Arts from Indira Gandhi National Open University (IGNOU).

In 2004, after completing his graduation, Rinku Singh Rahi appeared for the Uttar Pradesh Provincial Civil Services Examination (UP-PCS). Rinku cleared both written test and interview in her first attempt itself. In 2008, Rinku Rahi was posted as District Social Welfare Officer (DSWO) in the Muzaffarnagar Welfare Department. Just four months after her service, Rinku, conducting an audit, found several discrepancies in the allocation and distribution of funds under several social service schemes. Rinku also found that the welfare department had not held meetings with the elected MPs and MLAs of Muzaffarnagar for a very long time. The department has openly violated the rules laid down by the UP government on several occasions. In 2008, Rinku also found that the department was misappropriating funds, which were allocated for the upliftment of families living below the poverty line. In 2008, Rinku Rahi exposed another scam in the old age pension scheme of the department. The audit revealed that the department had registered 62,447 people as beneficiaries of the pension scheme, while the department had actually released an annual pension of Rs 3,600 to only 47,707 pensioners. As Rinku’s investigation progressed, she found that the department had falsely mentioned in its record book the release of Rs 5.5 crore for the benefit of 22,000 OBC students and Rs 11 crore for the upliftment of BPL families living in Muzaffarnagar. A few days before the attack in 2009, Rinku Rahi had complained to the District Magistrate (DM) Bhuvnish Kumar about the discrepancy found in the logbook of the department. Rinku also sent a letter to the director of her department about the rampant corruption.

On the morning of 26 March 2009, some armed assailants opened fire on Rinku Rahi while she was playing badminton at her residence. Rinku was shot seven times from a point-blank range. Three bullets were fired in his face and a bullet was fired in the back of the skull as well. The attack on Rinku left her with a permanently disfigured face, complete blindness in the right eye and hearing impairment. Giving an interview, Rinku said,

It was a very tough job with the mafia and touts interested in the schemes of the Social Welfare Department. They were accompanied by my office staff, including an accountant, and when I refused to walk the line, I was fired while playing badminton at my residence in Muzaffarnagar. When I was being harassed, I was not fighting the system but the system was fighting me. I stayed in the hospital for four months. My leave on medical has not been approved yet.”

After the attack, the UP Police has registered an FIR against the attackers. The police, after their investigation, arrested nine conspirators, including a Samajwadi Party leader Mukesh Choudhary. The police have also arrested Ashok Kashyap, assistant accountant of the Muzaffarnagar welfare department. In an interview, Rinku Rahi said,

It was a brutal attack on March 26, 2009 when I was shot and damaged one eye, one ear and my jaw, leaving me physically handicapped. I had to stay in the hospital for months but I kept fighting and filed a case. The court of Muzaffarnagar convicted the culprits including the then accountant in the District Social Welfare Office.

Becoming an RTI Activist

After being in the hospital for months, Rinku was released from the hospital in 2009. Following his release, Rinku filed an RTI in an attempt to gather more information about the distribution of funds by the Muzaffarnagar Welfare Department between 2006 and 2009. However, the delay and unsatisfactory response of the Central Information Commission (CIC) left Rinku Rahi disappointed. In 2009, Rinku decided to go on a hunger strike in front of the Legislative Assembly in Lucknow. He demanded that the CIC should answer all their questions instead of a few. In an interview he said,

I wanted to know where the unused money went. To know the details, I had filed an application seeking details under the RTI Act. I have also asked for details about the beneficiaries but did not get the complete details. I also appealed against it.”

In 2010, Rinku Singh Rahi was posted as District Social Welfare Officer in Bhadohi and in 2012, he once again went on hunger strike demanding the UP government’s action on the culprits of the 2009 welfare department scam. In 2012, the UP government, failing to persuade Rinku to end her hunger strike, ordered the police to forcefully evict her and admit her to a psychiatric ward. Talking about this incident, Rinku said in an interview,

I was attacked under Mayawati’s regime and sent to psychiatry department during Akhilesh’s rule because I spoke against corruption and corrupt practices. I presented the facts of the scam to the senior officers of the department, but none of them cooperated. Even the information sought under the Right to Information Act has not been given.”

On 25 March 2012, Rinku Rahi along with anti-corruption activist Anna Hazare participated in a one-day hunger strike in New Delhi. The CIC replied to his RTI on 26 March 2012. Out of five questions asked by Rinku, CIC could answer only two. Unhappy with the response, Rinku decides to start a hunger strike in Lucknow, demanding that the CIC should answer all five of his questions. In 2012, Rinku Rahi was posted in Shravasti, Lalitpur and then Hapur.

Facts / Trivia

  • Rinku Rahi belonged to a poor family. His father could not afford his education in a convent school, so he had to study in a government school. Rinku said in an interview,

    My father was good in studies but had to drop out to take care of the family. I have grown up listening to these stories of exploitation and thought that if the government officials were honest, we could have got the benefits of many schemes. That’s what always propelled me forward.”

  • Rinku was very good in studies since childhood. After completing his schooling in 1998, he was awarded a scholarship.
  • As a civil servant, even after being attacked, Rinku Rahi has been threatened several times. He was even asked by his superiors not to tell the public about his investigation. In an interview, Rinku Rahi said that,

    After the attack I was sent to an unimportant place. I would have been killed because they still threatened me with dire consequences but the government has not taken any action against them till date. Every year, with the connivance of the babus in the department, Rs 35 to 40 crore are duped and those protesting are either thrown out or intimidated.

  • On several occasions, he was offered bribes of hefty sums, which Rinku refused to accept. Rinku said during an interview,

    Not that temptation didn’t knock on my door. But I knew that if I ever did something nefarious, it could harm someone else and their child.

  • With her life in constant danger, Rinku Rahi now posts all the evidence of scandals on her social media accounts. In an interview he said,

    I have also learned how to handle these issues better. I had all the evidence of the scam at the time of the attack. So my death would have quickly destroyed all evidence. But now I do all my observations very transparently and post them on social media.”
