Sushil Chandra was born on 15 May 1957 in Chandausi, Sambhal district of Uttar Pradesh. He was educated at the beginning of his career in Chandausi. After this he also completed his high school and intermediate education in Chandausi city itself. He was a very meritorious student in his studies.
