Tarun Kapoor is a 1987 batch former Indian Administrative Service (IAS) officer of Himachal Pradesh cadre. He was appointed as an advisor to the Prime Minister Narendra Modi On 2 May 2022. Earlier, Tarun Kapoor was working as the Secretary of Petroleum and Natural Gas in the Government of India. He was appointed as an advisor to the Prime Minister for a two-year term. Tarun Kapoor replaces retired IAS officer Bhaskar Khulbe, whose tenure ended in February 2022.

Tarun Kapoor worked for more than 33 years in various positions in different states of India till 2022. He is a 1987 batch retired IAS officer of Himachal Pradesh cadre. He served as the Deputy Chairman of the Delhi Development Authority before being posted as the Petroleum and Natural Gas Secretary of India. During his tenure in Himachal Pradesh, Tarun Kapoor worked as Additional Chief Secretary in various departments of the state such as Power, Environment and Forests, Food and Civil Supplies, Excise and as Additional Chief Secretary in PWD. In 2011, Tarun Kapoor was appointed as Joint Secretary in the Ministry of New and Renewable Energy on the National Solar Mission, and served in the position until 2016. Later, Sutlej Jal Vidyut Nigam Limited, a CPSE in the field of hydropower, was under the supervision of Tarun Kapoor. During his tenure as Joint Secretary in the Ministry of Renewable Energy, the blueprint was prepared by Tarun Kapoor as part of the Prime Minister’s plan to promote solar energy. In 2018, Tarun Kapoor was appointed as the Chief Secretary of the State of Himachal Pradesh and Director of Panchayati Raj and Rural Development in the State Government and Deputy Commissioner of Shimla and Chamba districts. He served in these positions till 2021. He also served as the Resident Commissioner of Pangi, the tribal area of ​​Himachal Pradesh.
